Ontario Immigrant Nominee Program
OINP
The Ontario government aims to attract more experienced and capable applicants to work in Ontario through this project and contribute to the economic construction of Ontario.
Applicants who have obtained Ontario Provincial Nomination can apply to the Canadian federal government for a permanent resident visa, which is what we often call a Maple Leaf Card.
Programs and Advantages
For the vast number of international students and Chinese applicants who want to immigrate to Canada, the Ontario Provincial Nominee Program has its special advantages.
It is a specific immigration project in Ontario. Ontario is one of the most economically developed provinces in Canada, with balanced industrial development, many employment opportunities, a large population, and a large number of Chinese. New immigrants can integrate into local life faster.
It has different categories and is suitable for different groups of people. Whether it is international students, overseas workers who have not entered Canada, or skilled workers, you can find suitable provincial nomination projects. At the same time, starting from April 28, 2021, the Ontario Immigration Bureau has launched a new OINP policy, which adopts the EOI scoring system. Different items correspond to different scoring tables, and applicants can learn from each other according to the scoring system.
There are three basic categories of OINP programs, namely:
∗Human Capital Category
∗Employer Job Offer Category
∗Business Category (business immigration project)
Each program is subdivided into different sub-programs, which will be explained one by one below.
∗Human Capital Category has 2 subcategories:
1. International Graduate Streams
It is also the Ontario Master and Ph.D. Provincial Nomination Project that we often say.
Masters Graduate: It is required to graduate from 30 designated Ontario universities, submit an application within two years after obtaining a master's degree, and need to live in Ontario for at least 12 months in the past 24 months, and IELTS must reach at least CLB7 level ( G-category IELTS 4 6 points)
Doctoral graduates Ph.D. Graduate: Graduated from 25 designated Ontario universities, submit an application within two years after obtaining a doctorate, and has lived in Ansheng for at least 12 months in the past 24 months.
After the launch of the new EOI scoring policy in 2021, the provincial nomination program for masters and doctoral programs will no longer adopt the previous first-come, first-served quota model, and a scoring system will be launched.

2. Express Entry (EE) program (Ontario's Express Entry)
This is a project of the Ontario Immigration Bureau to connect with the federal EE immigration. Applicants are required to register for an EE profile, submit an application after receiving an invitation from Ontario, and obtain 600 points for EE's CRS scoring system after obtaining provincial nomination approval.
The EE category has three subcategories.
(1) Human Capital Priorities stream of EE Talent Project
Applicants for occupations requiring high professional skills such as management and IT are invited. Applicants need to have local work experience, obtain a bachelor's degree, and have English language skills above CLB7.
(2) EE French-Speaking Skilled Worker stream Ontario French-Speaking Skilled Worker stream
The project is aimed at applicants with good French proficiency, who need to obtain a bachelor's degree or above, with a French language ability of CLB 7 and an English language ability of CLB 6.
(3) Skilled Trades stream of EE technician project
Invitations are made for Ontario-designated NOC Class B skilled workers. There is a minimum invitation score, a work permit in Ontario is required, and one year or more of work experience is required, and the English language ability must be above CLB5.
∗Employer Job Offer Category
Employer-sponsored immigration requires the applicant to have obtained the employer's offer, and has requirements for the employer's business year, fiscal year income, business scale, etc.:
An employer needs to be in business for more than three years
Employers in the Greater Toronto Area (GTA) need to meet a gross income of 1 million Canadian dollars in a fiscal year and hire 5 locals
The conditions for employers outside the Greater Toronto Area can be slightly relaxed, with an income of 500,000 Canadian dollars and 3 local employees.
The employer guarantee project has three sub-projects, namely:
1. Foreign Worker stream
In the EOI scoring table of this project, only the NOC skill level (A/B/C/D category), the code type of the employer offer, the hourly salary, the work experience in Canada, and the place of work are scored and evaluated. Therefore, for many Chinese applicants with poor English, the Overseas Worker Employer Guarantee Program is still worth a try.
2. Employer-sponsored international student project International Student stream
Compared with provincial nominations for Master's and Ph.D. programs, employer-guaranteed international student programs have lower academic requirements, which can be relaxed to undergraduate, college, and technical certificates. At the same time, NOC skill levels, NOC code types, hourly wages, and work experience in Canada must be included. In the EOI scoring table.
3. In-Demand Skills Stream
EOI scoring invitations are made according to the NOC C/D occupations listed in the Ontario Shortage Occupation List, including nursing assistants, transport truck drivers, domestic service personnel, farm workers, butchers, carpenters, chemical plants, plastic plant processors, and other in short supply occupations.
∗Business Category (business immigration project)
After July 2019, the Corporate Stream has been closed due to its up to 5 million Canadian dollars and strict recruitment conditions, leaving only the Entrepreneur Stream.
The project's requirements for entrepreneurs are divided into three aspects: work experience, net asset value, and investment amount.
1. Experience
At least 24 months of full-time business experience within the past 60 months
Must have experience as a business owner or senior manager (commercial manager)
If you are a business owner, you must own at least 1/3 of the equity
2. Personal Net Worth
If the invested business is located within the Greater Toronto Area, at least CAD 800,000 in net capital
The Greater Toronto Area includes: (City of Toronto and Durham, Halton, York and Peel regions)
If the invested business is located outside the Greater Toronto Area, has at least $400,000 in net assets
3. Personal investment amount
If the investment company is located within the Greater Toronto Area, at least 600,000 Canadian dollars must be invested
If the investment business is located outside the Greater Toronto Area, invest at least CAD 200,000
If the investment company belongs to the field of information and communication technology/digital communication, invest at least 200,000 Canadian dollars
The applicant holds at least 1/3 of the shares in the invested enterprise
Entrepreneur immigration applications are divided into two stages:
The first stage:
EOI system registration;
Invited by the EOI system to submit an application;
Participate in the OINP interview;
Signed the "Business Operations Agreement" performance agreement with the Ontario government
second stage:
Ontario issued a work visa support letter;
Arrive in Ontario with a work permit and complete a business plan within 20 months of arrival;
The investment passes the OINP review, submits the immigration materials, and obtains the Ontario nomination letter;
Apply to the federal government for permanent residence in Canada.
The Ontario Entrepreneur Immigration Program has always been a project favored by entrepreneurs with executive experience, because Ontario is the province with the strongest economic vitality in Canada, and most entrepreneurs are confident in investing in Ontario. Even during the epidemic, the number of applicants is also constantly setting new record highs.
